[Others] Prof.Katsuma speaks on Public Health vs. Individual Freedom in the COVID-19 Era.

Prof. Yasushi Katsuma, Director of the Department of Global Health Affairs & Governance, gave a lecture with the title “'Public Health vs. Freedom of an Individual’ and Adapting to a 'New Lifestyle' through Health Promotion: A Human Security Perspective" in the third session of the SDGs Promise Japan online seminar series "Global Health in the Era with COVID-19: Infectious Diseases and Human Security". From the human security perspective, strategies and principles in the combat against COVID-19 are discussed, including (1) the public health strategy to protect people from infectious diseases, (2) the empowerment strategy so that vulnerable people become more resilient in adapting to new life styles, and (3) the Siracusa Principles in limiting the International Covenant on Civil and Political Rights so that public health measures and the individuals’ right to freedom to live in dignity may be balanced.
